Processor

Galaxy S4 Mini runs on Dual-core 1.7 GHz Krait Qualcomm Snapdragon processor and HTC One Mini runs on a dual core processor (its processor speed is yet not official), but is rumored to have similar configuration.

Camera
Camera might not be the deciding factor for you, but when you comparing smartphones, camera can also make a difference. S4 Mini features 8MP camera with LED flash and has a resolution of 3264 x 2448 pixels. It has a secondary camera of 1.9 MP.
